START II was a bilateral U.S.–Russian treaty on the reduction and limitation of strategic offensive arms. Signed on January 3, 1993, it sought to eliminate multiple independently targetable re-entry vehicles (MIRVs) on intercontinental ballistic missiles and reduce deployed strategic nuclear forces.
