A famous economic parable and urban legend illustrating the unintended consequences of central planning and poorly designed performance metrics. In the story, when a Soviet factory's quota is set by the number of nails, it produces millions of tiny, useless nails; when the quota is changed to weight, it produces a single, giant, unusable nail.
