Confidence-building measures (CBMs) are planned actions and procedures designed to reduce fear, tension, and the risk of conflict between two or more parties. While most commonly utilized in international relations and armed conflict to prevent accidental escalation, the concept is also applied to interpersonal communication and trust-building.
