Compliance refers to the process and state of conforming to established rules, specifications, policies, standards, or laws. In an organizational context, regulatory compliance describes the goal that businesses and institutions aspire to achieve to ensure they are aware of and take steps to comply with relevant laws, regulations, and guidelines. Traditional compliance frameworks rely on deterrence theory, where enforcement and penalties are used to discourage violations and maintain organizational integrity.
