Technological pacing, commonly referred to as the "pacing problem," is the phenomenon where the rapid rate of technological innovation outstrips the capacity of legal, regulatory, and policy frameworks to keep pace. This gap often leaves society and governments struggling to address the ethical, social, and safety implications of emerging technologies before they become deeply integrated. It is closely associated with the Collingridge dilemma, which highlights the difficulty of regulating a technology before its full impacts are known.
